feat(testrunner): add new testrunner options (#4718)
This patch adds new TestRunner options:
- `disableTimeoutWhenInspectorIsEnabled` - disable test timeout if
  testrunner detects enabled inspector.
- `breakOnFailure` - if testrunner should terminate test running on
  first test failure
